Two telecoms regulations and how they affect the public sector<\/h2>\n

Everything you need to know about compliance with Kari???s Law and RAY BAUM???s Act<\/b><\/p>\n

On February 16, 2018, a new telecoms regulation called Kari???s Law came into effect. It stipulates that all Multi-Line Telephone Systems (MLTS) in the US (both fixed and non-fixed) <\/span>must<\/span><\/i> be able to dial 911 without the user first having to dial another number to reach an outside line.<\/span><\/p>\n

As with many laws that bear someone???s name, the story behind Kari???s Law is a real-life tragedy and involves a devastated family that doesn???t want the same to happen to others.<\/span><\/p>\n

In 2013, Kari Hunt Dunn was seriously injured in a hotel room, and her nine-year-old daughter was unable to call 911 because she didn???t know she had to dial nine first to reach an outside line. Consequently, emergency workers were not called to the scene in time, and Kari passed away.<\/span><\/p>\n

In response, her family championed the proposal of Kari???s Law to ensure updates to every MLTS system in the US that would prevent a similar incident from ever happening again.<\/span><\/p>\n

In February 2018, they succeeded. Now, every organization across the country that uses a Multi-Line Telephone System must comply with the law or face a fine by the federal government.<\/span><\/p>\n

Kari???s Law Deadline Dates<\/b><\/p>\n

The deadline for fixed-line compliance was January 6, 2021, and January 6, 2022, for non-fixed-line compliance. This means there are likely more than a few organizations out there that are currently non-compliant and in danger of attracting unwanted government attention.<\/span><\/p>\n

RAY BAUM???s Act – Automated Dispatchable Information<\/b><\/p>\n

Kari???s Law is not the only piece of new telecoms legislation that organizations need to comply with in 2022.<\/span><\/p>\n

There is also RAY BAUM???s Act, a wide-ranging telecoms act that aims to improve many aspects of telecommunications in the US, including how MLTS systems interface with 911 emergency services.<\/span><\/p>\n

Section 506 of the Act specifies that all MLTS systems must relay Automated Dispatchable Information to emergency services when 911 is called, and designated representatives of each organization are notified when an emergency call is placed.<\/span><\/p>\n

Automated Dispatchable Information Saves Lives<\/b><\/p>\n

Automated Dispatchable Information includes all relevant details about the user???s location, which appears on the 911 dispatcher???s screen when they receive a call. This is a vital component of the service and necessary to ensure that first responders find the caller quickly and attend to the emergency in time.<\/span><\/p>\n

Being alerted that an emergency call has been placed also empowers organizations to administer first aid and tell emergency workers where to go as they arrive on-scene.<\/span><\/p>\n

Achieving this is an admirable goal that has the potential to save many lives in the future. However, in the age of Voice Over IP (VoIP) communications, cloud PBX systems, and remote workers using softphone apps via Virtual Private Networks (VPNs), handsets can be, and often are, moved around quite easily. This means workers could possibly not be at the physical location their handsets tell 911 they are.<\/span><\/p>\n

Compliance sounds complicated, but it???s really not<\/b><\/p>\n

We can???t blame you if you think that complying with these new regulations will be a giant headache, but the good news is that it???s not.<\/span><\/p>\n
